Project Manager / Estimator (Heavy Civil)
Role Summary:
This position combines estimating and project management for heavy civil work. The Project Manager/Estimator helps pursue new work, builds accurate bid estimates, and manages awarded work from start to finish by planning the work, coordinating people and materials, managing cost and contract requirements, and keeping close communication with the field, owners, and engineers.
Typical work includes utilities (water/sewer/storm), lift stations, earthwork, structures, roadwork, and public works.
Duties and Responsibilities:
Project Leadership (Award to Closeout)
• Lead the job from award to closeout: build the plan (schedule, budget, phasing), run kickoff, coordinate subs/suppliers, and keep the team moving so work installs per plans/specs.
• Support the superintendent/foreman with clear scope, production expectations, and look-ahead planning.
Cost, Contract, and Change Management
• Own cost control and forecasting: track production and quantities, manage budgets vs. actuals (labor/equipment/material), and protect margin.
• Manage pay applications, progress billings, and required documentation.
• Write/price change orders, manage RFIs and submittals, and keep contract records organized and current.
Risk, Quality, and Communication
• Provide safety and QA/QC oversight; verify installations meet plans, specs, and inspection requirements.
• Coordinate daily/weekly with owner/engineer/inspectors; document meetings, decisions, and issues (minutes, logs, photos).
• Identify and resolve issues early to avoid claims, delays, and rework.
Estimating and Preconstruction Support
• Prepare conceptual through hard-bid estimates: quantity takeoffs, pricing, production assumptions, risk review, and bid recap.
• Solicit and evaluate subcontractor and supplier quotes; write scopes and clarify inclusions/exclusions.
• Assist in estimating and change order pricing during construction as needed.
Work Location/Travel
• Office/field time is mixed depending on project needs. Overnight travel may be required when needed.

Preferred Qualifications
• 3-10+ years of heavy civil estimating and/or project management experience (or equivalent capability).
• Strong understanding of civil construction: underground utilities, grading, concrete/structures, roadway/site civil.
• Comfortable with public works processes (bid items, specs, change orders, compliance documentation).
• Proficient with Excel and digital plan review/takeoff tools (Bluebeam and HCSS HeavyBid/HeavyJob a plus).
• Valid driver’s license; able to visit jobsites as needed.
Compensation, Benefits, and Incentives:
Salary: $110 - $150k (DOE / negotiable based on experience)
